Haiti - Politic : Transfer of power and speech by Laurent Saint-Cyr (video)

On February 7, 2026, a ceremony was held at the Villa d’Accueil to mark the end of the mandate of the Presidential Transitional Council (CPT). At this event, Laurent Saint-Cyr, the outgoing President and Coordinator of the Transitional Council, officially handed over power to Prime Minister Alix Didier Fils-Aimé, in accordance with the provisions of the decree establishing the CPT, and wished him well in his work, respecting the principle of state continuity.

This ceremony took place in the presence of members of the government, the Director General of Police, the Commander-in-Chief of the Armed Forces, officials from the Anti-Gang Force, and members of the diplomatic corps.

In his address, Laurent Saint-Cyr stated that February 7 was a day filled with memories and lessons. He emphasized that the governance crisis the country is currently experiencing has many roots. According to him, the CPT's mandate had been a very difficult undertaking. All the promised resources and support to carry out their mission could not be fulfilled. He clarified that, in accordance with the April 3rd Agreement, the CPT's mandate is ending, but that Haiti is not entering an institutional vacuum. In this regard, the Prime Minister and the Council of Ministers will continue their work to establish stability in the country, while Marie Élisabeth Régine Joseph Haddadla, Secretary General of the Presidency, will take all necessary measures to protect this important institution.

For his part, Prime Minister Alix Didier Fils-Aimé expressed his gratitude to the members of the CPT. He announced that he would not be providing aid but would address the nation that evening and would immediately convene an extraordinary cabinet meeting to launch the government's work without delay.
