The Ministry of National Education announces that all matters relating to Higher Education and Scientific Research now fall under the jurisdiction of the National Agency for Higher Education and Scientific Research (ANESRS)...

The Ministry of National Education and Vocational Training (MENFP) informs the public, public and private Higher Education Institutions (HEIs), as well as national and international partners, that all matters relating to Higher Education and Scientific Research now fall under the jurisdiction of the National Agency for Higher Education and Scientific Research (ANESRS).

ANESRS is a new Haitian entity, established in December 2025. The decree confirming its creation was published in the official journalon December 30 (https://www.icihaiti.com/en/news-46592-icihaiti-politic-creation-of-the-national-agency-for-higher-education-and-scientific-research.html), and the members of the ANESRS board were installed by the Presidential Transitional Council on January 14, 2026 (https://www.haitilibre.com/en/news-46640-haiti-education-installation-of-members-of-the-council-of-higher-education-and-scientific-research.html).

According to Delima Pierre, Director General of the National Office for Partnership in Education (ONAPÉ), it is the National Agency for The National Agency for Higher Education and Scientific Research (ANESRS) will take control of higher education in Haiti and will be responsible for standardizing programs, defining the competency levels of professors and researchers, funding research, and validating degrees and curricula.

ANESRS aims to regulate, harmonize, and raise the quality of higher education and research, and its mission is to modernize academic governance and stimulate research.

As part of this transition, the Ministry of National Education will continue processing and finalizing current files until February 27, 2026.
