Government Reshuffle

On Monday, February 23, 2026, Prime Minister Alix Didier Fils-Aimé announced the first appointments to his new government. Serge Gabriel Colin, former Director General of the Economic and Social Assistance Fund (FAES), has been appointed Minister of Economy and Finance. Kesner Romilus will head the FAES, while Chesnel François has been appointed Director General of the General Directorate of Taxes (DGI). Some ministers in the Prime Minister's office are expected to retain their positions.

Haiti on the Agenda of the CARICOM Summit

On Monday, February 23, 2026, the State Department announced that U.S. Secretary of State Marco Rubio would advocate for strengthened cooperation between the United States and the Caribbean at a CARICOM regional summit to be held in Saint Kitts and Nevis on Wednesday, February 25. Gang violence in Haiti will be on the agenda.

Establishment of the CNDDR

On Monday, February 23, 2026, a Council of Ministers meeting was held at the Prime Minister's Office. Several major decisions were adopted, including the establishment of the National Commission for Disarmament, Demobilization, and Reintegration (CNDDR), as stipulated in Article 9 of the National Pact for Stability and the Organization of Elections (https://www.haitilibre.com/docs/pacte-national-pour-stabilite-et-organisation-elections.pdf). A Commission composed of Gardy Maisonneuve, Pierre Léonidas, and Guerda Prévalon was appointed to lead this new institution.

Prime Minister in Saint Kitts and Nevis

Prime Minister Alix Didier Fils-Aimé is scheduled to leave Haiti on Tuesday, February 24, 2026, for Saint Kitts and Nevis, where he will participate in the Caribbean Community (CARICOM) Summit of Heads of Government, scheduled for Wednesday and Thursday. The Prime Minister will return to Haiti on Thursday. During his absence, the interim government will be headed by Patrick Pélissie, the Minister of Justice and Public Security. The cabinet reshuffle will continue upon his return. According to our sources, some ministers in his cabinet are expected to retain their positions.

Japan Supports the PNH

The Japanese Ambassador to Haiti, Kazuhiko Nishiuchi, paid a courtesy visit to Patrick Pélissie, the Minister of Justice and Public Security. Cooperation between the two countries was at the heart of these discussions, which took place in an atmosphere of mutual cordiality. Pelissier indicated that restoring security and organizing elections are the government's top priorities. The Asian diplomat expressed his country's desire to continue its cooperation with Haiti, particularly in strengthening the capacity of the Haitian National Police (PNH).
