Haiti - FLASH : Cabinet reshuffle, 11 new Ministers, 27% of whom are women

On Monday, March 2nd, 2026, during a special cabinet meeting held at the Prime Minister's office, chaired by Prime Minister Alix Didier Fils-Aimé, a major government reshuffle was adopted.

According to our sources, 11 new ministers were appointed, along with several directors general, and a decree declaring a state of emergency in the departments of Artibonite, West and Centre was adopted.

6 Ministers would retain their positions (subject to confirmation) :

Patrick Pélissier, Minister of Justice

Paul Antoine Bien-Aimé, Minister of the Interior

(F) Pédérica St-Jean, Minister for the Status of Women

(F) Kathia Verdier, Minister for Haitians Living Abroad

James Monazard, Minister of Commerce

Bertrand Sinal, Minister of Public Health

11 new "likely" Ministers, including 3 women (subject to confirmation) :

Mario Andrésol, Minister of Defense, would replace Jean Michel Moïse

(F) Sandra Paulemont, Minister of Planning and External Cooperation, would replace D. A. Ketleen Florestal

(F) Raina Forbin, Minister of Foreign Affairs, would replace Jean Harvel Victor Jean-Baptiste

Pastor Vijonet Demero, Minister of Education, would replace Antoine Augustin

Marcelin Aubourg, Minister of Agriculture would replace Vernet Joseph.

Emmanuel Ménard, Minister of Culture, would replace Patrick Delatour.

(F) Stéphanie Smith, Minister of Tourism, would replace Herrick John Dessources

Marc-Élie Nelson, Minister of Social Affairs and Labor, would replace Georges Wilbert Franck

Joseph Almathe Pierre-Louis, Minister of Public Works, would replace Raphaël Hosty

Dumas Pithagore, Minister of Youth, Sports, and Civic Action, would replace Niola Lynn Sarah Devalis Octavius.

Unless there are last-minute changes, the complete list of ministers called upon to lead the government is ready and awaits official publication by the authorities to confirm these names or make any changes.

In the new cabinet, composed of 17 ministers, 5 would be women (29.4%).
