Haiti - Politic : Towards strengthening cooperation with the UN system

On Monday, March 23, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, met with Nicole Kouassi, Resident Coordinator of the United Nations System in Haiti, to strengthen cooperation between Haiti and the UN system.

Ms. Kouassi warmly congratulated Minister Paulemon on her appointment and her distinguished career. She outlined the framework for cooperation between the United Nations System and Haiti, emphasizing the organization's commitment to providing sustained support for the priorities defined by the Government within the framework of the National Pact for Stability and the Organization of Elections.

The Resident Coordinator highlighted the UN system's commitment to supporting public policies aimed at facilitating the return of internally displaced persons, supporting economic and social recovery efforts, and strengthening the State's institutional capacities. In this context, she reaffirmed the United Nations' readiness to act as a strategic technical support provider for the various government plans and programs, with a view to contributing to the achievement of the established objectives.

For her part, Minister Paulemon emphasized the need to ensure rigorous alignment of projects with the major national priorities defined in the National Pact. She reiterated that the Ministry's actions are structured around short-, medium-, and long-term plans, in accordance with the directives of Prime Minister Fils-Aimé, in order to effectively address the pressing needs of the population.

She also mentioned the efforts undertaken to strengthen the harmonization of interventions by sectoral ministries, with a focus on performance and sustainable impact. Furthermore, Paulemon emphasized the importance of promoting the implementation of quick-impact projects and expressed her commitment to better coordinating the actions of sectoral ministries to generate a measurable impact for the benefit of the population, particularly through initiatives such as subsidies for vulnerable families, the restoration of health centers and clinics, support for Small and Medium Enterprises (SMEs), and the reduction of inequalities in access to education, among others.

She indicated that her Ministry intends to fully play its role in coordinating public actions to tangibly improve the living conditions of the population within the framework of economic and social recovery.

Following these discussions, Minister Paulemon and Ms. Kouassi agreed to continue their exchanges as soon as possible, through strengthened monitoring mechanisms, with a view to further consolidating this cooperation in service of Haiti's development.
