Strengthening of external security at the National Police Academy of Haiti

On Wednesday, April 22, 2026, during the official handover of the completed external security reinforcement work at the National Police Academy (ENP) on Road of Frère, Vladimir Paraison, Acting Commander-in-Chief of the Haitian National Police (PNH), met with the Ambassador of Japan, Kazuhiko Nishiuchi, and Xavier Michon, Resident Representative of the UNDP.

Funded by Japan and carried out by the United Nations Development Programme (UNDP), this work, undertaken in a particularly vulnerable area, aims to provide long-term security for the facilities and ensure the operational continuity of the academy.

The new infrastructure includes :

  • The reinforcement of the perimeter wall over 1,350 linear meters;

  • The installation of 850 meters of barbed wire on the perimeter walls;

  • The complete renovation of the security post chief's office;

  • The installation of a video surveillance camera system covering the entire perimeter of the Police School and Academy;

  • The installation of a video surveillance room to anticipate external threats;

  • The installation of solar streetlights to improve lighting on the premises, replacing diesel lights;

  • The provision of medications and medical equipment to the infirmary, including three X-ray machines;

  • The repair of the water supply system, ensuring the continuity of training.

In addition, Xavier Michon announced the upcoming construction of a building housing several classrooms and a dormitory for future female recruits of the PNH. Furthermore, he confirmed the construction of two training centers for the PNH, one in the North and the other in the South, to train future police officers closer to their home departments.

Ambassador Kazuhiho Nishiuchi reaffirmed Japan's solidarity with Haiti in its quest for stability, "one step at a time," through a loyal partnership.

Commander Paraison thanked the UNDP for carrying out the work and Japan for its funding, a testament to its solidarity. He also outlined urgent needs: the creation of a trauma center, the reconstruction of several police stations, including the one in Miragoâne, with a dock at the rear, and the acquisition of 500 vehicles to ensure a police presence in remote areas, particularly during election periods.

Finally, they visited the construction sites of the dormitory and classrooms. The Commander-in-Chief of the Haitian National Police (PNH) presented the Japanese Ambassador with a plaque of honor, a symbol of the fraternity between the two Nations.
