The European Union plans to invest €328 million in Haiti by 2028.

On Thursday, May 7, 2026, James Monazard, the Minister of Commerce and Industry, received Charles Jean Jacques, the National Authorizing Officer of the European Development Fund (EDF), representatives from the Investment Facilitation Center (CFI), Justin Petricks, the Director General of the National Industrial Parks Company (SONAPI), and several senior officials from relevant institutions regarding the European Union's Global Gateway initiative, which maintains a significant cooperation portfolio in Haiti. By 2028, the EU plans to implement €340 million (portfolio currently being implemented) to support development, infrastructure, health, education, energy, and sustainable transport projects, with a 2026 outlook.

In addition to this long-term development, the EU continues to support emergency humanitarian aid, notably through airlifts for medical supplies.

The discussions identified several opportunities for economic cooperation and investment that could stimulate Haiti’s industrial development and competitiveness.

The discussions also highlighted the importance of the Global Gateway initiative as a lever for economic cooperation with the European Union. Minister James Monazard emphasized the need for Haiti to proactively position itself to attract investments capable of generating growth, employment, and new economic infrastructure.

Monazard intends to strengthen institutional coordination mechanisms to facilitate Haiti’s access to international financing mechanisms and encourage the implementation of structuring projects in strategic sectors such as energy, agriculture, infrastructure, and industry.
