Ambitious action plan of the Haitian Minister of Culture

As part of the institutional reform and modernization of the State, Emmanuel Ménard, the Minister of Culture and Communication (MCC), presented an ambitious action plan to be implemented by the end of the 2025-2026 fiscal year (August 31, 2026).

The planned institutional reforms, including the modernization of the Ministry's legal framework, the creation of legal and internal audit units, the strengthening of oversight mechanisms, and the expansion of the Ministry's presence in all departments, reflect a vision based on transparency, administrative efficiency, and close ties with citizens.

The Ministry also intends to restore culture to its rightful central place in national development. The initiatives planned for safeguarding tangible and intangible heritage, rehabilitating historical sites, restoring strategic cultural infrastructure, and promoting the great figures of our history constitute essential investments in the collective memory of the Haitian people.

The restoration of Anténor Firmin's house, the transformation of the Jacmel School-Workshop into an Artistic Restoration Center, and projects related to museums and historical monuments illustrate this commitment to preserving and transmitting the national heritage to future generations.

This cultural vision also pays particular attention to the deep-rooted foundations of Haitian identity. By highlighting the Lakou (traditional Haitian encampments), mystical societies, popular traditions, and community heritage, Minister Ménard is working to recognize and protect the cultural expressions that constitute the very soul of the nation. The planned interventions in several historical Lakou, particularly in Gonaïves, as well as the development of the Lakou Bwakayiman project, demonstrate an inclusive approach that recognizes the richness of traditional knowledge and ancestral practices as essential elements of Haitian cultural heritage.

At the same time, the Ministry intends to strengthen its role in the area of ​​public communication and citizen information. Strengthening the capacity of RTNH, the digital relaunch of the State Journal, the regular publication of the MCC Review, and the creation of an Information and Communication Center with a 24/7 call center will improve relations between the government and the public.

The program also includes measures to support cultural stakeholders and boost the national creative economy. The launch of a general census of the cultural sector, the issuance of professional cards, the provision of administrative support to cultural operators, the creation of cultural development funds, and the organization of the first Haitian Creativity Festival reflect the Government's commitment to professionalizing the sector, fostering innovation, and creating new economic opportunities for artists, artisans, writers, musicians, and cultural professionals throughout the country.

Minister Ménard is resolutely committed to reforms, heritage enhancement, institutional strengthening, and the modernization of public communication tools. This action plan reflects a clear vision : to build a stronger Haiti, proud of its identity, better connected to its citizens, and more future-oriented.
