On Thursday, May 28, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, accompanied by Guy Roméro Latry, Director General of the Ministry, Paul Ruddy Mentor, Chief of Staff, and other members of her staff, met with a French delegation led by the French Ambassador to Haiti, Antoine Michon, and including representatives from Expertise France and the French Development Agency (AFD), for a working session on various development projects. In her remarks, Minister Paulemon praised the excellent cooperation between Haiti and France, particularly in the area of security. She reiterated that the government, led by Prime Minister Alix Didier Fils-Aime, is pursuing three priority areas, as defined in the National Pact : security, economic and social recovery, and the organization of elections. She also emphasized the need for partners to involve the Ministry more closely in the early stages of projects, with a view to better coordination and rigorous monitoring and evaluation of interventions. Ambassador Antoine Michon and his team, for their part, presented a portfolio of approximately fifteen projects implemented in several regions of the country, particularly in the sectors of agriculture, food security, education, health, governance, biodiversity, and culture. They reaffirmed their commitment to supporting the Haitian government in implementing its national priorities. The French diplomat highlighted the various actions already undertaken in the area of security, notably through the training of Haitian military personnel in Martinique, as well as several capacity-building activities organized for the benefit of the Haitian National Police. He also emphasized the interventions carried out in the humanitarian and social fields, while reaffirming their readiness to support the Haitian authorities in initiatives aimed at facilitating the organization of the upcoming elections. Furthermore, Minister Paulemon emphasized the need for sustained technical support for the staff of her Ministry and other sectoral ministries, through the assistance of specialized partners such as Expertise France. She outlined several initiatives to strengthen the Ministry, including reinforcing the Directorate of Public Investment and consolidating the capacities of the Study and Programming Units (UEPs) within the sectoral ministries. Paulemon reaffirmed her commitment to continuing to strengthen dialogue with partners to ensure better coordination of development interventions, in accordance with the priorities defined by the Government.
