Haiti - Elections : More than fifty political parties met in workshop

Tuesday at the Hotel Montana, in response to the invitation of the Transitional College of the Permanent Electoral Council (CTCEP) who had invited in early May, the party leaders, political organizations and civil society, to make proposals ad part of the draft electoral law, the International Institute for Democracy and Electoral Assistance (IDEA), organized an important workshop, which brought together more than fifty political parties and former parliamentarians.

The former Minister for Women and Women's Rights, Marie Laurence Jocelyn Lassègue, Director of IDEA in Haiti, who reiterated the commitment of the IDEA to struggle for the respect of democratic principles in Haiti, considered appropriate that political parties give their recommendations, because of their importance in the realization of elections. Recalling that the objective of this workshop was to allow political parties to prepare a set of consensual proposals for the next electoral law, in order to avoid the various problems encountered in the last election and inspire confidence, to the political parties and to the population.

The questions of budget of elections, electoral disputes, testing of electronic voting and of respect of the quota of 30% women, were among other topics discussed by the participants, who said they were satisfied with the outcome of discussions at the end of this workshop. Several representatives of political parties have welcomed the initiative of the IDEA, which according to them, was an opportunity to define the rules of the upcoming elections.

Mirlande Manigat, Secretary General of the "Rally of Progressive National Democrats" (RDNP) who participated in this workshop hopes that the CTCEP takes into account the proposals and recommendations of political parties, while warning them "the submission of proposals is not enough" calling them "to be attentive to all the steps that lead to the establishment of the electoral law" Stressing that several articles of the 2008 electoral law deserve to be amended, particularly that on electoral disputes so "that the electoral Council, be no longer both judge and jury."

The joint proposals of the workshop will be submitted next week to the CTCEP.
