Jean Tholbert Alexis, President of the Lower House explained why this law had not been passed by the House "[...] It is a law of 96 items, each item requires 2-3 hours of debate, unfortunately we stopped in Article 4, which is 4 pages. The deputies consider that this is an item that needs to be removed completely, a part of it had already been removed [...]

This is too confrontational law [...] I must allow honorable members of Parliament to express their views [...] because it is a law that has so many problems, that the deputues ave a lot of problems [. ..] next Tuesday we will vote again, I would not say under sanctions, I would say that there are threats of sanctions, which have not yet materialized, but it seems that the Government has written to the Financial Action Task Force international Task Force (FATF) to grant an extension until August [unconfirmed information].

They can not put pressure on us, these are things that will engage the country's future, the future of our citizens, we must take the time to carefully analyze, not to bring the country into an adventure, not to weaken the professions, notaries, lawyers [...] it is a law on which we must take all the time necessary, because every time we advance deputies do not feel comfortable, because there is too much constraints [...]"

Since the passage of this law by the Senate, almost four months have passed already plenty of time to process the study of the law... but it seems it still takes longer... But is there still enough time to prevent Haiti to be on the blacklist of uncooperative countries, with negative consequences for the Haitian economy...
