Haiti - Garry Conille : Statement of general policy, next week ?

Sorel Jacinthe, the President of the Lower House declared that talksto set a date to receive the Prime Minister Garry Conille in parliament, as part of his statement of general policy are underway, he thinks to be able to "initiate the question" arly next week, stating that there is not yet a specific day.

"...we had contact by telephone, we made meetings between myself and the Prime Minister, and between the President of the Senate and the Prime Minister, we talked about everything and nothing, and especially we talked about the planning of the general policy, planning to see when he will go before the House and and the Senate, and I believe and I say that we will 'initiate the question' either before the House of Representatives on Monday and Tuesday before the Senate, but nevertheless in the meantime we plan, we have not yet a specific day."

Sorel Jacinthe stated that he would have preferred that the statement of general policy takes place at the same time for both Houses (together) "We still do not have the amended constitution [...] so it is the normal constitution, and in the constitution of 1987 this takes place in separate room (one after the other), this is not what I want, but that's what the constitution of 1987 wants..."

Regarding the question to know if the statement will be done to the lower house before the senate, Mr. Jacinthe indicates that this "is not a principle, this is perhaps a tradition [...] we will plan to see to what room he will pass before..."

What says Article 158 of the Constitution of 1987 regarding the statement of general policy

The Prime Minister in accordance with the President chooses the members of its Cabinet Ministers and presents itself before the Parliament in order to obtain a vote of confidence on its statement of general policy. Voting takes place by open ballot and to the absolute majority of each of the two (2) Houses.

In the case of a vote of no confidence by one of two (2) House, the procedure is repeated.
