Thursday in the agenda of the Conference of Presidents, Senators have discussed of the question of the formation of the Permanent Electoral Council (CEP), of the proposal for the reduction of quorum, of Senate President, Simon Dieuseul Desras, of the appointment of members of the Senate Commission for the analysis of applications for the new CEP and of cote of raft finance bill 2012-2013.

The Senate remains deeply divided on the issue of the reduction of Quorum. 80% of the Senators present recognized the necessity that all senators are present in person, what is far from being the reality, since the session of the Upper House, which was to take place after the Conference of Presidents, was unable to be held due to lack of quorum.

Concerning the formation of the Permanent Electoral Council, the Senator Desras invited his colleagues to fulfill their responsibilities, recalling that the Lower House had already appointed its representatives on the Bicameral Commission responsible for analyzing applications, allowing the designation of 3 representatives of the Legislature to the CEP. Let us recall that Senator Desras had recently appointed 3 Senators : Jocelerme Privert, John Joël Joseph and Jean-Baptiste Bien-Aimé to perform these functions, but the Senators John Joël Joseph and Jean-Baptiste Bien-Aimé have refused to participate, preventing the holding of the first meeting of this Commission.

Faced with this refusal, the President of the Senate no longer intends to appoint Senators to the Commission, but has appealed for volunteers... while reminding his colleagues, that it has been 25 years since the country awaits the establishment of a permanent electoral institution.

The Senators William Jeanty and Moïse Jean-Charles, eader of the opposition, are fiercely determined to prevent the establishment of a Permanent Electoral Council. Moïse clearly intends to prevent, by all means, the holding of any meeting devoted to the formation of the Bicameral Commission ; to the reduction of quorum or the formation of a Permanent Council. The Deputy Jules Lyonel Anélus, as Senators Jeanty, Moïse and some other of his colleagues, continues to promote the formation of an ultimate Provisional Electoral Council, with a limited mandate to break the deadlock and achieve the elections...

Although the Group of Senators who are opposed to a out of the crisis that does not meet their expectations, is the minority, they have a redoubtable locking means : the Quorum... Means they do not hesitate to use regularly...
