Haiti - Politic : The Lower House rejects the Senate ultimatum

The designation of 9 deputies by the Lower House to sit in the Bicameral Commission responsible for appointing the 3 representatives of the Legislative Branch, to the College Transitional of Permanent Electoral Council (CTCEP), had provoked monday strong reaction among other of Senator William Jeanty, who demanded the strict compliance of the parity on this Joint Commission in accordance with Article 6 of the agreement signed on December 24 and not 9 deputies and 4 senators...

A statement that raises questions, since Article 6 of the Agreement does not mention anything on this subject unlike the Senator's statement : "Article 6 - The Legislative Branch undertakes, once the agreement is signed, to hold the extraordinary National Assembly remained pending, for the purpose of starting the process of appointment of its representatives at the Transitional College in accordance with the procedure adopted by the Parliament."

Given this situation of imbalance, the Senator Simon Dieuseul Desras, President of the Senate, declared that the Upper House was ready to accept 5 names maximum and launched a 48-hour ultimatum to the Lower House [deadline Wednesday] to receive a new list reduced, stating that in case of refusal of deputies "the Senate will wash their hands in this case and leave the responsibility of organizing the elections to the Executive and to the presidential majority in the Lower House."

Jean Tholbert Alexis, the new President of the Lower House, has swept aside the ultimatum of the Senate, which he described as "comic" and "interference" noting that "The two branches of Parliament being independent, the deputies do not have orders to receive from anyone."
