As part of the reform of the State, according to the Decree of 17 May 2005, it is made obligation of all ministries with an autonomous body under its supervision, to establish a Strategic Orientation Committee (Conseil d'Orientation Stratégique - COS).

To this end, Wednesday, the Ministry of Agriculture has proceeded to the installation of its COS composed : of Minister of Agriculture, of Secretaries of State for Agricultural Recovery, to the Plant Production and Animal Production, of Director General of the Ministry, the Director General of the Office of Development of the Artibonite Valley (ODVA), the Director General of the National Institute of Agrarian Reform (INARA), of the Director of the National Coordination Unit of Food Security (CNSA), the Director General of the Office of Northern Development (ODN) and the Coordinator of the National Institute of Coffee of Haiti (INCAH). The Unit of Studies and Programming (UEP) ensures the Secretariat of COS, in accordance with the provisions of this Decree.

In his statements of circumstances, the agronomist, Thomas Jacques, Minister of Agriculture, has reaffirmed his willingness to give full support to the Council, so that it work and contributes effectively to a better planning and management of programs and projects in order to allow "to pass from a spiral of failure to a spiral of success for the benefit of the greatest number."

Note that the Ministry of Agriculture is, after the Ministry of Trade and Industry, the Ministry, the second to have installed its Strategic Orientation Committee.
