Haiti - Health : Adhesion of Haiti to the International Health Partnership

To accelerate the improvements in favor of Health, countries and development partners must find methods to work together in order to use the resources available more efficiently. Progress has been achieved but they remain slow. In December 2012, the countries signatories of the International IHP+ have identified key areas in which a change in behavior is urgently needed to improve the effectiveness of external assistance enabling the achievement of Millennium Development Goals of 2015.

Global health officials are determined to take concrete action and 7 behaviors international partners have been identified, which, if they are improved would lead to clear results. It is to have: the country as leader of the system ; one plan ; a single funding system ; the harmonization of funding procedures ; a single assessment and monitoring system, ; a continuous exchange between the partners for the lessons learned and a single reporting system in the sense of shared accountability.

Guinea-Bissau, the U.S. Agency for International Development (USAID) and Haiti are two new signatories of the IHP+ : The ceremony was held at the office of Dr. Margaret Chang, Director General of WHO (Palais des Nations) in the presence of Dr. Jim Yong Kim, President of the World Bank, one of the biggest supporters of this initiative.

"The advantage of being a signatory is that Haiti will be much more closely involved in the work of the IHP + [...] In addition, there is the possibility of applying for small countries, subsidies to help make advance the work on the effectiveness of development," said Dr. Florence Duperval Guillaume, Minister of Health, adding that "another aspect of the signing is to support the current trend for international development agencies, to make advance the accession to the effectiveness of aid much more quickly, in particular to increase the harmonization of procedures and the support and also, as far as possible, increase the use of national systems."
